CAN or can you not go behond 4 links in a chain? and more

as written above. i have somebody who has played a "video game" wich said it can only go to 4 links and he believes that, could somebody with alittle status please set this straight?

while im at it, can you activate a Quickplay during battlephase from your hand? <own battlephase>

2. as long as it isn't during the damage step (unless it's a rush recklessly)
