can someone clarify A Legendary Ocean for me

If A legendary Ocean is on the field and stays on the field for the rest of the duel. Does that mean all water monster in my hand will be downgraded by 1 star for as long as Umi is on the field? and for the rest of the duel, any water monster I draw into my hand will be downgraded as well, yes or no?
 
Basically, the idea of A Legendary Ocean is as follows:

All water monsters get +200 ATK/DEf, simple enough.

Either player can normal summon or set level 5 water monsters without tribute.

Either player can normal summon or set level 7 water monsters with only one tribute (Levia-dragon loves this).

Water monsters usually level 4 can now dodge the likes of Gravity Bind and Level Limit - Area B.

Any card effect that requires "Umi" in some way, may use A Legendary Ocean instead.

Since A Legendary Ocean is treated as Umi at all times, you may only have a total of three of any combination of Umi and A Legendary Ocean (so, 2 of one and 1 of the other is fine, but not three of both).
 
Sorry to break this to ya but not all water monsters gain the attack increase. A legendary Fisherman does not gain the atk increase beacuse he is unaffected by spell cards but does go down to four stars in your hand because of A Legendary Ocean

I'm pretty sure that Manta meant unless otherwise stated, they get the increase. ;x
