Chainsaw Insect: If this card battles a monster, your opponent draws 1 card at the end of the Damage Step.

Appropriate: You can activate this card when your opponent draws a card outside of his/her Draw Phase. After that, each time your opponent draws cards outside of his/her Draw Phase, you draw 2 cards.

My question is this, can you activate Appropriate when Chainsaw Insect battles a monster?

Also, regardless of the first answer, if you already have an active Appropriate on the field, will you draw 2 cards when your opponent draws his 1 card from Chainsaw Insect's effect?
 
You can't activate it for the draw from Chainsaw Insect's effect, because Appropriate cannot be activated during the Damage Step. The end of the Damage Step is still considered in the Damage Step.

But the already face-up effect should still trigger, as its now a manditory Continuous Effect.

Like Jedi said, you would have to have Appropriate already face up before you attacked with Chainsaw Insect to get it's effect. No matter if it was already face up, you would only draw one card if this was the first time your opponent had to draw a card outside of their normal draw phase. So the answer to the second question is no, you would only draw one card.

Well, in his second scenario, Appropriate is already face-up and active when Chainsaw Insect forces your opponent to draw. This will trigger Appropriate's second effect and you would draw two cards for it, as instructed by its text.
