Im trying to figure out wat i can do with

Cold Wave:

This card can only be activated at the start of Main Phase 1. Until your next turn, neither player can play or Set any Spell or Trap Cards.

Can i set cards down b4 I active cold wave?
Can i summon?
Can i even chain to cold wave?

What does At the Start of....really mean?

The start of the Main Phase means it's the very first thing you HAVE to do when you enter your Main Phase 1.

So that means you can't set any cards before you activate it.
You can't Summon anything before you activate it.

Yes, both you and your opponent can chain to it's initial activation.

You could chain a face-down Ultimate Offering, and not be able to activate its effect until it properly resolves. OR, if Ultimate Offering was already face-up on the field, you could chain to Cold Wave being activated by Special Summoning a monster.

Note that you cannot activate an Ultimate Offering AND Special Summon a monster all in the same chain.
