OCG is pretty jank right now...and the situation you described, depends on the time in the duel, check his grave, check his hand, check his deck and it from there, its the same situation if you had any other monster over their monster, do you attack or do you not. Basically what you said is just a generalized statement that can apply to any monster. Now back to your first situation, Breaker at least gives you that decision, what about the other monsters, if you had a typical hand would set and pray they dont have exiled, noc or w/e. If you set s/ts to protect, then you ll probably end up behind in hand. So...that situation is very vague, although it might happen alot, how you would play breaker is up to you and the situation.
Another thing, if you like setting so much stuff without being afraid of getting hit by heavy, good for you, it just means my hand most likely be >>> yours. Now if I don't have breaker, and you set like 2 s/ts, I still have to hit one of your cards with one of my monsters no?
In conclusion, you basically stated a fundamental situation in the game and decision making. A similar situation could have been drawn up for BLS, but that didnt deter alot of people from using it no?
You can also pass to the opponent, depending on his hand size and w/e. Breaker is still a 1900.
