Will hell dragon and bomber dragon make dragons tier 1(or 2 at least),or at least make them worthwhile?

Not in the least. Hell Dragon is just a 2000/0 monster that if it's destroyed in battle, can come back if you tribute another monster (not that good). And further since it loses to Cyber Dragon, that's another big strike against it. Honestly, Five-Headed Dragon did more to raise the Dragon Tier than anything else.
THe most fundamental problem is that while Dragons are a "well-supported theme" the support is rather old and really doesn't give you the same options as to what the game evolved into. As such, it's a bit sub-standard when compared to other decks you could build instead.

last I checked,is whenever he's destroyed and sent to the graveyard(plus you left out bomber dragon)

Send this card to Graveyard at the End Phase this card declare attack. When this card is send to Graveyard from the field, you can sacrifice a monster from your field to special summon this monster to the field.
Still, nothing special.
As for Bomber Dragon, I've never heard of the card, nor do I see it in the spoilers for STON, FOTB, DP04, or SD12. So care to share where it comes out of?

It a world championship 2007 promo,however it seem like hell dragon,I'm getting mixed messages,so could anyone clear that up,pretty please?

Basically it's a Yomi Ship where you don't take damage. While not necessary say as useful as Newdoria, you're pretty much forcing your opponent to waste something to kill this thing. It's also only the 4th EARTH Dragon in the game. Far more useful than Hell Dragon. No, it doesn't make the Dragons Tier 1, but it at least gives them a new option.

gives any deck a good option really. easily searchable via rat so most decks could slap him in for against any big monsters. Hell take down an overdragon that has 14400 atk and see the face on the other guy. Can you imagine it.
