Yes. It works the same as "Solemn Judgment" or "Horn of Heaven".

Forced Back has the same activation conditions as Solemn Judgment and Horn of Heaven. So, yes, he would negate Jinzo's summon, and return him to your hand, as he will never have hit the field.
