It's a Quick-Play Spell (can activate like a Trap, and can activate from your hand during your turn). It gives a free position change (Sheep Token in Attack Position for massive damage?), or it can be a Change of Heart (face-up monsters only) at the cost of a Tribute. Yes, the second effect can be costly, but not if you time it right. Because it has 2 effects, it has options.
The Brain control-type effect would actually be quite good when combined with a Quick-Play card. If your monster's about to be destroyed by an attack, Ring of Destruction, etc., Tribute it to gain an opponent's monster.
I don't own one, and I'm not sure if I'd use one. Brain Control is better for the secondary effect, and I'd tend not to use the first effect anyway (why change positions if you can have a card that'll destroy it instead?). But then again, I'm more into aggro that subtle strategies. Keep beating on them enough and they'll crack.
Frankly, though, you should use what you think are the best cards. If Enemy Controller isn't sitting right with you, switch it for a Brain Control or a Stop Defense (depending on which you think is better).
