Fiend Skull Dragon, Call of the Haunted and Skill Drain

I have a curious question: Player A controls Skill Drain while Player B has Fiend Skull Dragon targeted by Call of the Haunted. What happens, in your opinion, if Heavy Storm is played? Does Fiend Skull Dragon die since its effect results negated by Skill Drain at that moment or Does it survive since Call of the Haunted checks for its effect after entire Heavy Storm's effect has been resolved?

Fiend Skull dragon would be destroyed since it's f/u effect is negated by Skill Drain. Skill Drain is on the field until the complete resolution of Heavy Storm, this meaning it doesn't disappear until after Call of the Haunted has been destroyed as well, destroying Fiend Skull Dragon along with it.
