[JCP-YGO] Drastic Drop-Off Vs. Quick-Play

[Activate only when your opponent adds a card(s) from their Deck to their hand,including drawing a card(s). Your opponent discards 1 of those cards.]




When the Turn Player adds a card(s) from his/her Deck to the hand, does that player get to respond to that event first? For example:

1) Turn Player adds a Quick-Play Spell Card. That player wishes to activate that Spell card before the opponent can activate "Drastic Drop Off."

2) Turn Player adds a card to the hand and wishes to either discard it or send it to the graveyard as a cost for another card's activation before the opponent can activate "Drastic Drop Off."

3) Assuming that #1 and #2 are actually possible, if the Turn Player draws multiple cards, and discards one of those added cards as a cost for another card's activation, can the opponent chain "Drastic Drop Off," or does that Counter-Trap status become a bane here?
