[JCP-YGO] Mandatory and Optional Effects in Standby/End Phase and end of Battle Phase

Rather than have this covered in the Gladiator Beast questions, I wanted to briefly discuss the issue of mandatory vs. optional effects that are resolved during the Standby Phase, end of the Battle Phase, or the End Phase.
In the Yu-Gi-Oh! TCG we have effects that need to resolve during these phases or require the payment of a maintainence cost. We also have effects that can be activated during these Game Phases that aren't mandatory at all. They are like Ignition Effects, in a way, but limited to one specific Game Phase. Sometimes they have a specific requirement that must have been met earlier in the turn or will look at the situation on the field to determine what they can do.

Sometimes these effects will start a Chain... sometimes they won't. We don't have a black-and-white, rule of law to determine what will and won't start a Chain and must often rely on card rulings to help us determine.
The one important key to remember is that they don't activate simultaneously. Each effect is handled seperately. You decide in what order the effects are applied.
Example: If I attack my opponent with "Gladiator Beast Laquari" and "Gladiator Beast Murmillo", during the end of my Battle Phase I can activate the effect of each "Gladiator Beast" monster. Each effect is activated and resolved in a seperate Chain.
Example: During my Standby Phase I have "Imperial Order" and "Mirage of Nightmare" face-up in my Spell and Trap Card Zone. I used "Mirage of Nightmare" to draw 2 cards during my opponent's Standby Phase, and now it will want me to discard 2 cards from my hand. I have the option of deciding which effect I will apply first. If I choose to apply "Mirage of Nightmare", its effect will be negated by "Imperial Order" and I will not have to discard any cards. Then I can choose to disregard the payment for "Imperial Order", destroying it (or keep it, if that's what I want to do).
I could also apply them in the other order. If I apply "Imperial Order" first, I can pay for it or let it be destroyed. Next, I will apply "Mirage of Nightmare", and it will be negated (if I payed) or I will discard 2 cards (if I destroyed it).


During these Game Phases, the Turn Player is the first player given the option to activate one of their effects. If they have multiple effects to apply during the Game Phase, they can apply all of them before their opponent may apply theirs.
Example: Player A attacks Player B's "Gladiator Beast Torax" with "Gladiator Beast Dimacari". Player B activates "Waboku".

2) Turn Player has Optional Effect. Opponent has Optional Effect.

If the Turn Player decides to pass to their opponent, the opponent can either apply their effect or they can also pass. If they also pass, game play proceeds to the next Game Phase.

Ex: Player A attacks Player B's "Gladiator Beast Torax" with "Gladiator Beast Dimacari". Player B activates "Waboku". Player A attacks with "Gladiator Beast Bestiari" as well.
During the end of the Battle Phase, Player A decides to pass on applying the effects of his "Gladiator Beast" monsters. Player B also decides to pass. Because both players have passed, game play advances to Player A's Main Phase 2.
This is interesting. Perhaps it's just the way it's worded, but is this different to how this situation has been dealt with before? As far as I remember, in the past the declaration of the end of a Phase is different to saying you don't want to activate any more effects. Even if both players pass on activating anything, the Phase wouldn't end until the Turn Player says "right, I want to end the Phase" (and the opponent agrees).

What Curtis says here is that once both players pass on doing anything in a Phase, that Phase automatically ends.
 
I think he is just reffering to the standby phase/battle phase/and end phase. I would also assume draw phase would apply as well.

p.s. Ive never herd any one declair the end of a phase just the beggining of the next one.
