Negating a Special Summon from Rainbow Ruins, Crystal Beacon, or Crystal Promise

My concerning question: when a crystal beast is special summoned by ancient city (effect five), crystal beacon, or crystal promise, can the targeted monster be stopped or summon negated by cards like black horn of heaven, royal oppresion, or the infamous solem judgment?
