Jowgen The Spriritualist

Randomly discard 1 card from your hand to the Graveyard to destroy all Special Summoned monsters on the field. In addition, as long as this card remains face-up on the field, no monsters can be Special Summoned.

Ruling:
1. When playing with this card you need to remember which monsters on the field were Special Summoned because they can later be destroyed with the effect of "Jowgen the Spiritualist". If a monster that was Special Summoned is flipped face-down, it can still be destroyed by the effect of "Jowgen the Spiritualist".
I thought flipping face-down monster resets their state. For example is, if Fusilier is special summon using his effect, then Book of Moon him. Fusilier is reset and did non remember that he was special summoned.

Why, then, does Jowgen still remembers who is special summoned? Is it because he was not the one who is flipped? If we Book of Moon Jowgen, and then used Book of Taiyou, does he still remembers who was special summoned?
 
Monsters on the field are still marked with how they got there in the first place. With the case of Fusilier Dragon, if he's flipped face down and flipped face back up, he wasn't normal summoned or set in that instance... just flipped so the effect doesn't activate and he's a 2800, though he was still Normal Summoned initially. I know... kinda confusing but you just need to remember how a monster was brought to the field for the purpose of Jowgen's Ignition effect.
