Yes you can, and at the end phase you decide which effect is applied first.

Remember that when you do this, Jowgen would then be destroyed by Last Turn since it was on the "opponent's" side of the field now.

Remember that when you do this, Jowgen would then be destroyed by Last Turn since it was on the "opponent's" side of the field now.

Not "destroyed", just simply "sent to the graveyard". And yes, then you as the turn player (if you did that) will be able to special summon "something" to the field.

But also keep in mind that if they have another monster on the field other than "Jowgen" as well, the non-turn player can simply pick that other monster as well.
