this is my little city deck i need help fixintg it for the current format

Hmm, I think you're missing the point when it comes to Little City. In Little City what you want to do is purely overpowering your opponent by use of light monsters, which you can boost via Honest, and to abuse some of the support cards of E-heroes. It seems as though you're digressing from this concept. First of all, don't be so bent on negation, negation is only necessary if you feel you have no outs to certain scenarios which may present themselves when you're dueling against a certain type of deck. Remember, Little City is an advanced form of Big City, ergo you're basically packing a type of toolbox.
Also, packing 3 copies of both Skill Drain AND Royal Oppression is just going to end in dead draws. You need to focus on just one of them. Personally I've found Royal Oppression to be the better choice.
Next up is R - Righteous Justice. At this point in the metagame, there's no sense in using this much trap and spell removal since 90% of the time, all cards your opponent sets are chainable. And considering Righteous Justice will only work while you have an E-Hero on the field, this may backfire more than you think. So my advice would be to just stick to Heavy Storm. Also since there are a lot of (chainable) traps out these days, packing about 2 copies of Wildheart usually turned out well for me.
Lastly, since you are going on a toolbox tour here, adding cards like Shrink and Fissure can prove to be quite useful, especially since Fissure is no longer limited.
This what I'm running. I'm not saying that you should follow my lead or anything but maybe you can get an idea or 2 out of it.
Finally, as a sidenote, none of these comments are ment to be degrading or anything, I just try to give constructive advice.
