Manticore of Darkness, mandatory or not?

Hello, we had a ruling about Manticore of Darkness at a local tournament that it was a MANDATORY effect due to the wording on the card. At the Regional Sunday, I asked the LV 3 Judge and he AGREED! :? I wanted to post here for discussion since I posted this to the Judges list and no responce in 2 weeks now! :huh

Manticore of Darkness
Text
During the End Phase of the turn this card is sent to the Graveyard, send 1 Beast, Beast-Warrior or Winged Beast-Type Monster Card from your hand or your side of the field to the Graveyard to Special Summon this card from the Graveyard.

Rulings from UDE's site:
MANTICORE OF DARKNESS
"Manticore of Darkness"' effect can be activated during the End Phase when it was sent to the Graveyard from the field, hand, or your Deck that same turn.

When you send 1 "Manticore of Darkness" to the Graveyard to Special Summon another "Manticore of Darkness", you can then send the new "Manticore of Darkness" to the Graveyard to Special Summon the first "Manticore of Darkness".

If "Card of Safe Return" is active, and "Manticore of Darkness" is Special Summoned with its effect, you can draw a card. So with 2 "Manticores of Darkness", 1 of them sent to the Graveyard, and "Card of Safe Return" in play, you can draw as many cards as you want.

When "Manticore of Darkness" is sent to the Graveyard because of hand size adjustment in the End Phase, you can activate its effect.

You can send a face-down Beast, Beast-Warrior, or Winged Beast-Type monster to the Graveyard for "Manticore of Darkness"' effect.

Sending monsters to the Graveyard for "Manticore of Darkness"' effect is a cost.

The owner of "Manticore of Darkness" gets the effect, so if your opponent controls your "Manticore of Darkness" and it's sent to the Graveyard, you get to activate the effect.

OK, the situation:
My son had MoD go to the graveyard via Sak Armour. During the end phase, he wanted to sen the one in his hand to the GY to re-summon the one just sent. He did not have another beast (or etc) to bring out the one he sent from his hand. The judge ruled that this created a never ending loop and he could NOT do it because it was a mandatory effect. The one sent would then activate sending the one on the field and continue until infinity.

The wording DOES seem to indicate this is true; HOWEVER, as you can see above, it has ALWAYS said "you can"; not that you "MUST". Even the LV judge said this would be mandatory; and degraded RONAN when I mentioned it as NOT OFFICAL) and we did not have acess to the internet to get the above (which is what IS in RONAN).

I can see where it is MANDATORY; however, ruled as optional. It this true? Is it just a BKSS, or just another one we need an erata? Ideas?

Not saying a Level 3 Judge cant be wrong, but are you sure the guy you asked really was a LV3? I mean, there has never been anything mandatory about Manticore's effect. You can even stop it when you want.

to stop this kind of confusion from happening all cards with opptional effects should say in the text you can.

so manticore of darkness would read like this.
During the end phase of the turn this card is sent to the graveyard
you can send 1 beast,beast-warrior,or winged beast type monster card from your side of the feild or hand to the graveyard to special summon this card from the graveyard.

this is a problem with lv monsters even though there optional they read as mandatory effects.

If it is mandatory, so are the LV cards:

Horus the Black Flame Dragon LV4/6
.... During the End Phase of a turn that this card destroyed a monster as a result of battle, send this card to the Graveyard to Special Summon 1 "Horus the Black Flame Dragon LV6/8" from your hand or Deck.

Silent Swordsman LV3/5
... During your Standby Phase, send this face-up card to the Graveyard to Special Summon 1 "Silent Swordsman LV5/7" from your hand or Deck.

Ultimate Insect LV1/3/5
... During your Standby Phase, send this face-up card to the Graveyard to Special Summon 1 "Ultimate Insect LV3/5/7" from your hand or Deck.

Interestingly, Mystic Swordsman and Silent Magician use a more approriate term: "... by sending..."

The LV 3 Judges name is:Jeffrey Yuschak

He is the LV Judge for PES. They did the Nats and Regionals in Ohio, WV, Indy. They announced last year that he passed his LV 3 test.

LV3 Judges make mistakes, too. My head judge ruled that a monster that was on the field since last turn can be flipped face-up in Main Phase 2 if it was "Book of Mooned" after an attack was declared with it...

This LV3 Judge also made a mistake. It is simply telling you what you have to do if you want to Special Summon the card, it is not requiring you to do so.

Ahh! This happened to me too. So I WAS right huh?

Yeah, if the LV monsters effects was mandatory, then we might have probs running all those MSLV2 in our sidedecks. (Just in case that weenie does kill a face-up monster as result of battle)
