Monster reincarnation

If i have Imperial Order Active and my opponet misactivates Monster Reincarnation is it perfectly legel for him to still dicard.

This happend to me and my opponet discarded guess what a light monster and brought out BLS. I may have gotten cheated.

Imperial Order negates the EFFECT of Spell cards, not their costs.

"Imperial Order" only negates the effects of spell cards, not their activation. So if your opponent activates a card like "Monster Reincarnation", they would still have to pay the cost (discarding a card) in this case. "Imperial Order" would then negate the resolution of the card (so they wouldn't return a card from the graveyard). So what your opponent did was perfectly legal in order to get the right type in the graveyard to summon the BLS.
