I suggest Complex_Mind's Monarch Control deck for starters its pretty solid and we have beaten the horse on that one, and get a feel for this deck. Then build from your impression of what should/shouldn't be there and go from there. As for your initial outline, I think 3x Soul Exchanges are pointless since I don't think Soul Exchange can stand by itself; in other words, the deck needs to be able to win or at least match without Exchange. So let see cards I don't think should be there:

Tsuki, doesn't fit the theme
3 NoEs, you have mobius and you are running bth, saks yourself
Airknight, the whole point of Soul Exchange is to gain some instant advantage, whether its mobius, thestalos, zaborg, or even blowback (hes just plain fun)
Magic Drain, just seems so bleh out here by itself
Lightning Vortex, do you really need it? (serious question btw)

Those are just my initial impressions...either way ask Complex about his experiences with the deck type, I bet he can offer alot more than what I just said.

monsters
mobius x2
zaborg x2
D.D. Warrior Lady
x2 Mystic Tomato
x2 Spirit Reaper
x2 Newdoria
Magician of Faith
Gravekeeper's Spy/Gear Golem the Moving Fortress x2
D.D. Warrior Lady
Cyber Dragon
Morphing Jar

magic
2x Soul Exchange [uh duh]
Swords of Revealing Light
2x Smashing Ground/Fissure
Premature Burial
Book of Moon
2x Brain Control
Dark Hole
mst
noc
Heavy Storm
Scapegoat
Snatch Steal

traps
1x Bottomless Trap Hole[again wtf]
3x Sakuretsu Armor
Call of the Haunted
Torrential Tribute
2x Dust Tornado
Ceasefire

Side deck the Ancient Gear Beast against Tomato control and other decks that revolve around effect monsters like that. And out with the Airknight Parshath (too weak nowadays unless there's a Chaos Sorceror around) for another Zaborg the Thunder Monarch. Cyber Jar is always been eh..meh... I'd say an Gear Golem the Moving Fortress or 1 of 2 Gravekeeper's Spy. Tsukoyomi is something people put in their decks to beat soul control, not for soul control unless you run a lot of flip-effects. Injection doesn't really match the theme so bam! For a Reaper.

And yes, wtf at the 3 Nobleman of Extermination. You run three Bottomless Trap Hole and 3 Sakuretsu Armor. The most commonly set trap is Sakuretsu Armor. If you hit a Sakuretsu Armor with a Nobleman of Extermination, you're fresh out of all three of yours. Same works for Bottomless Trap Hole. So out with all three. For another Brain Control. And I also think that 2 and 2 is good for Soul Exchange and Brain Control, anymore and they get clumped up in your hand useless. Add in a Smashing Ground or Fissure. And personally, I'd take out Lightning Vortex for another.

Bakow! At 2 Bottomless, one is enough, not much 1500+ monsters out there now. For some monsters that you lack, Newdoria, Spirit Reaper, Mystic Tomato. All good contributors to Soul Control with their flowingness. I say out with the Decree and Magic Drain for a second Dust Tornado and another Mystic Tomato

Looks pretty good sir.

how about a set of 3 Nimble Momongas? they are uber in a monarch/tribute heavy deck...i just wonder why they're not seeing that much play lately

I am actually trying both lines right now, one with GK and one with nimbles in this kind of deck. But seriously drawing Nimbles in copies really hurt, cause its one of the those card you really dont wanna play later if 2 are in the grave and 1 is in your hand. At least with GK you still have a 2000 wall and some book action or w/e. But meh, I still don't know which one works better.

well even if u do get 1 nimble in hand while the others are in the grave, its still usable...u can use it for nobleman bait and life gainage if need be...

Ah but the question is whether you want to use your normal summon for that turn for that purpose its kind of like exiled first turn against facedowns do you want to or not.

well i updated the deck and added in the cards on the bottom of the monster list. if i find my nimbles[i love them] i'll add them in too i was actually thinking about them earlier.
