Does Peten the dark Clown get it effect when Necrovalley is face up on the field??

Text: Negate the effects of Spell, Trap, and Monster Cards that affect a card(s) in the Graveyard. Neither player can remove from play cards in the Graveyard. All "Grevekeeper's" monsters gain 500 ATK and DEF.

Peten the Dark Clown
Text: When this card is sent to your Graveyard, you can remove this card from the Graveyard to Special Summon 1 "Peten the Dark Clown" from your hand or Deck.

Someone asked the same question not long ago except using "Destiny Hero - Malicious" instead of "Peten the Dark Clown". The answer though is the same. Necrovalley prevents the effect from resolving because no monster can be removed from play from the Graveyard while Necrovalley is active.
