Clarification on calling time

I would like to know for certain as there is some confusion at our local tourney, when time is called, we declare that people have 3 or 4 turns to complete the duel, but I was under the impression that if they're not drawn (For example, Player A has 1 win, Player B has 0 and they're on game 2), Player A would instantly win and no 4 turns would be given.
Also, what if Player A and B both have 1 win and when time is called Player A has 7500 LP and Player B has 6800 LP, are 4 turns used here or does Player A win?
Please clarify.
