What if my opponet has a face down monster and I have Raigeki Break face down. Then my opponet says " I offer this monster to..." when he says that is there anything i can do like activate Raigeki Break to take a trap out or even if possible take his monster out.
Because we all know who is coming out Jinzo.

I am assuming you are talking about your opponent tributing a monster for a summon in which case the answer is "no" because you cannot chain to a summon.

But can I at least take out one of their traps

No. As soon as they start to tribute a monster for a summon you can not do anything until the monster is on the field. If you want to get rid of a card with Raigeki Break, do it during the standby phase. That why you don't have to worry about them summoning Jinzo. If you wait until you know they are going to bring him to the field, it is too late.
