According to this thread if Mobius is successfully tribute summoned then I can
negate and destroy with Divine Wrath as the effect automatically triggers.
Now please explain the difference to Marauding Captain and Divine Wrath. Ther
I specifically have to declare the activation of the effect to summon another
monster before chaining DW.
Both MC and Mobius need a successfull summoning, one normal the other via
tribute.

Hmm... bad choice of words...
When Mobius is Tribute Summoned successfully, you are given the option to
activate its effect and choose up to two target Spell/Trap Cards. This is
your one and only chance.
If you choose not to destroy any cards with the effect, you simply decline to
activate it. In this case it would not be possible to use "Divine Wrath."
But if you decide you do want to destroy Spell and/or Trap Cards, tell your
opponent how many (1 or 2) and then choose which card(s) will be the target(s)
for destruction. Your opponent is then allowed their chance to respond, and
they can certainly respond with "Divine Wrath."
"Marauding Captain" is about the same way. If you want to use the effect
when you successfully Normal Summon it you simply state that you will use
its effect. In this case the opponent can use "Divine Wrath."
If you do not want to use its effect, you say that you will not use its effect.
In this case the opponent cannot use "Divine Wrath."
