ANSWER:
It's the most accurate translation of the Japanese term.
"Cost Effect" was always a misnomer, since many of these effects (like "Barrel
Dragon") don't involve a cost at all. It was getting to be a real pain in the
neck explaining that "Cost Effect" didn't involve costs.
This was a legacy issue of the original translation team. It should never have
been called "Cost Effect" in the first place. And we have now fixed the problem.
