I thought Royal Oppression Would not work in the Damage step, which is where Tomatoes, Nimbles and the like are summoned....

1) If my opponent flip-summons "Cyber Jar" or "Morphing Jar #2," can
I activate the effect of "Royal Oppression" to negate the Jars'
effect?

2) Can a face-up "Royal Oppression" negate the Special Summon of
monsters such as "Chaos Emperor Dragon?"

3) Can I activate the effect of "Royal Oppresion" to negate "Monster
Reborn?"

4) There is a Royal Oppression on Player A's side.
Player B has a Mystic Tomato.
Player A attacks Mystic Tomato with Gemini Elf.

Can Player A use Royal Oppression's effect to negate the special
summon by Tomato's effect?

Answer:

1) Yes you can. Remember that "Royal Oppression" must already be
face-up on the field, and that you cannot activate "Royal
Oppression's" effect during the Damage Step.

So if "Cyber Jar" or "Morphing Jar #2" was flipped due to an attack
you would not be able to activate the effect of "Royal Oppresion" to
negate it.

2) Yes it can.

3) Yes you can.

4) No, because you cannot activate the effect of "Royal Oppresion"
during the Damage Step.

You may not activate the effect of "Royal Oppression" to negate the Special Summoning of a monster through the effect of "Mystic Tomato" as it occurs during the Damage Step.

Only Spells and Traps that modify the ATK or DEF of a monster and Counter Traps may be activated during this time.
