Yes it is. THis care practically replaces Kaibaman. Especially since Last Will is banned, no point of Kaibaman. (You CAN ROTA Kaibaman... but still...)
 
Indeed. I can cut my one Kaibaman (You've served me well, and it's been fun calling out Kaibaman! in a heroic voice but this is just faster) to run two Ancient Rules.
