I don't know, it must be a trend for Konami to break the old rules of what cards are supreme to others.
Like Blue-Eyes White Dragon was ALWAYS considered better then Red-Eyes Black Dragon until recently a card called Red-Eyes Darkness Metal Dragon was released in Japan that stomps out BEWD outright into shame. And this card does the same. This card is way better then Horus LV8 and Dark Horus Dragon combined IMO. (In fact, Dark Horus Dragon is bad IMO.)

Dark Armed Dragon
Level 7/Dragon/Dark/2800ATK/1000DEF
This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except when there are exactly 3 DARK monsters in your Graveyard. By removing from play 1 DARK monster in your Graveyard, destroy 1 card on the field.

First of all, it's a LV7, but that doesn't matter cause you cannot normal summon it, and special summon condition is different then normal. 2nd, this is a nomi monster. After you successfully summon it, if it dies and goes to grave, RFP, etc. to special summon it, you have to put it back to hand. And for a LV7, 2800ATK is not bad. And 2800ATK Dark means it can be Deck Dev or even Eradicator Epidemic Virus it.
Now, it's effect.
First of all, to special summon it, you need EXACTLY 3 dark attribute monster. No more, no less. However, you CAN have other attribute monsters in your grave as long as Dark Monsters are 3x exactly. (So you can run Cyber Dragon, Raiza, Treeborn Frog, etc.)
The good thing is, this makes this card special summonable from hand somewhat easy. It's not as easy as Cyber Dragon or Chaos Sorcerer level, but easy enough. The bad thing is, you need a specific deck in order to run it or you'll never get him out. First, you need graveyard dumping of dark monsters. That can be done with cards like Snipe Hunter, Card Trooper, or that new Armageddon Knight. Another thing, you need ALOT of Dark Monsters in your deck. (Not hard at all) And 3rd, you need somekinda monster removal from grave so that your dark monster in grave will be 3x exact when you want to special summon Dark Armed Dragon. This can be done with Strike Ninja, Bazoo, Beginning of the End, etc. The good thing after all this annoyance, is that there is no graveyard cost to special summon this from hand, just the requirement. So if you have multiple Dark Armed Dragon, go ahead and special summon them all for a huge beatstick swarming. Really, a 2800ATK beatstick special summoning isn't funny.
And now the actual effect.
By removing 1 dark monster, destroy 1 card on the field. EEK FREAKING DEE! That's not even really a cost since it's a graveyard removal, no hand or field cost. And there's no limit. This means you can instantly bomb 3 cards off of your foe's field. This USUALLY means it's the same effect of Demise nuke. (or Raigeki + Harpie's Feather Duster) And if you throw in D.D. Scout Plane into the mix, the cost drops down even more as D.D. Scout Plane will be special summoned, so that you can bomb more stuff later. Or throw in Snipe Hunter, Card Trooper, or Armageddon Knight AFTER you special summon Dark Armed Dragon to fuel your grave with even MORE Dark Monster for even MORE nuking.
So we got a 2800ATK special summonable beatstick, that got a built-in nuke system of Demise.... that's NOT a ritual... Man, do I smell a broken card? Yeah, I sure do. Although
it won't be like Demise OTK where the goal is to solely do 8000+ LP battle damage in 1 turn, but it can be close, and a better ATK stat to boot.
This card isn't in the level of Envoy, or Chaos Sorcerer, but IMO, comes pretty darn close.
In the end, I give this card a

Yep, IMO, 3x is just TOO MUCH and TOO BROKEN. This card can WIN GAMES FLAT OUT IMO. a huge beatstick with free field cleaning removal effect. Yeah, not as good as Chaos Sorcerer, but still IMO need somewhat of a restriction. Making sure you have 3 dark monsters only in grave isn't that hard in a specific controlled deck.(Although it'll be annoying to do) I would be scared off my pants if my foe suddenly decides to special summon 3x Dark Armed Dragon right out from the bat and start nuking my field.
