Skill Drain vs D. D. Warrior Lady

My opponent has D. D. Warrior Lady on the field.
I have a face-up Skill Drain and face-up attack Fusilier dragon.

Can my opponent remove his D. D. Warrior Lady when he attacks my fusilier dragon.

So my question is when does the effect of DDWL activate.

I believe it is always on the field it activates.

DDWL activates on the field, so if Skill Drain was active, you can activate DDWL's effect, but Skill Drain would then negate it.
