some questions

first:
if a player has a royal opression and the other persons pheonix is summoned with its effect. does the pheonixes effect(destroys all spell and traps) still happen if the other player negates the summon?
second: if a player has 2 ring of magnetism attached to two different monsters the other player cannot attack right? what if he/she has a berserk gorrilla and has to attack what happens?

1) You would have to activate the effect of the Face-up Royal Oppression to the activation of the Phoenix' effect which would mean while it's in the GY. It's too late to do so once it's on the field

2) If Berserk Gorilla cannot attack (say Swords of Revealing Light is on the field) or it is targeted with Spellbinding Circle, then it simply doesn't attack. It must attack though if it CAN attack.
