Speed World Confusion

I'm not really understanding how the "Speed World" card in 5D's works. According to the wiki, it builds up a Speed Counter every one of your Standby Phases, and whenever you take damage, you lose a Speed Counter for each 1000 damage taken. But this doesn't make sense, not as they're doing it anyway. Look at the first duel of the series. Yusei would've only built up to 2 Counters by the time he faced down Montage Dragon, and he took a full 3000 damage. That should've reduced his speed quota to 0, and even once he got it started again next turn, he shouldn't have been able to play Speed Spell - Vision Wind, which specifically requires having at least 2 Counters available. Does Speed World actually charge up for you on EVERY Standby Phase and not merely your own, do you lose only 1 counter each time you take 1000 or more damage, or did they merely fudge the rules like they usually do?

Field Spell Card
If a player activates a Spell Card (except a "Speed Spell" Spell Card), they take 200 damage. During each player's Standby Phase, place 1 Speed Counter on this card for the turn player (max. 12 per player). When a player takes damage, remove a number of that player's Speed Counters from this card for each 1000 damage taken.


The player gets a Speed Counter in their Standby Phase.

Presumably if you take 2900 damage you'll only lose 2 Speed Counters, and if you keep losing 900 damage then you won't lose any.

I've not seen 5D's, mainly because it sounds even worse than GX, so I can't help explain whatever happens in it. Presumably they're going by the rules nowadays, but every so often I'm sure there'll be a bit of fudgery (usually to make things more dramatic).
