I apologize for the long delay between entries. DLoC presented this challenge to me... a very interesting one.
A Six Samurai Build seems the way to go here. And we'll try to stick with commons, though there will certainly be STON rares that would beef up the deck. Here's what we can work with, based on the parameters, and assuming a playset of the Six Samurai monsters will not be had.

And there we have it. Granted, this is a very loose skeleton, and will depend highly on the available card pool and the cards pulled from packs. I find in limited deck building, heavy hitters are the way to go, but we also have some defenders in here to help balance it out.
The spell and trap lineup is lacking the typical monster or s/t destruction, but it's not without its surprises. I think in a mirror match against Six Samurai, A Rival Appears! would be an interesting play and help trigger the owners own Six Samurai effects if lucky enough to grab one.
Again, it all depends on the card pool. If someone is fortunate enough to grab a Neo-Spacian Grand Mole, Card Trader, etc. they would certainly be welcome additions, but hopefully this gets players on the right foot.

I want to help those that are still new to YuGiOh! to build a cheap good deck with what they get, plus some commons I can spare. I have a boat-load of the commons from those packs, soo...
