Summoning restrictions on chaos monsters

A question has come up at my card shop as to whether or not the chaos monsters can be normal summoned or not. A ruling was passed at an official tournament that a choas monster can be normal summoned (with 2 tributes being used) but if you did that, the monster's did not get their effects. I cannot find anything specifically in the rulings to contradict this, so could someone give me a definate answer on this?
 
This card can only be Special Summoned by removing 1 LIGHT and 1 DARK monster in your Graveyard from play. - both envoys and the sorcerer

in order to summon you have to meet its condition.

the reason why it says this card can only be special summoned was becasue of the confusion in toon monsters effects.

This card cannot be summoned unless "Toon World" is on the field. - Most toon monsters.

Toon monsters are considered special summoned because they can only be summoned with a certain condition.

unlike special summon monsters that preaty much just have to pay for the condition and thats it.

but what your stating is something completly out of what its effect are. unlike the SPhynx.

You can pay 500 Life Points to Special Summon this card when "Pyramid of Light" is on the field. -thelia and andros

which state that you can, you do not have to.
