Lessee... I don't know the text exactly, but I think it's something like this:

Is a Special Summon with Tributes (1 in this case).
Can only come out in presence of Toon World.
Can attack directly without Toon World (or opposing Toons).
Is destroyed with Toon World.
Must attack a Toon if appropriate.
No Life Points payment.
Can attack in the Summoning turn.
Plus effect of Dark Magician Girl.

Card Description: This card cannot be Normal Summoned or Set. This card only be Special Summoned if "Toon World" is on your side of the field. You can special summon this card from your hand, but tributes are required for monsters Level 5 or higher. If your opponent doesn't control a Toon Monster on his/her side of the field, this card can attack your opponent's Life Points directly. If a Toon Monster exists on your opponents side of the field, this card can only designate the Toon Monster as the target of an attack. Increase the ATK of this card by 300 points for each "Dark Magician" or "Magician of Black Chaos" in either players' Graveyard.



It's a different kind of Toon to all others released so far (and currently the only one in its class). Effectively it's a Type A Toon (the old Toons) with neither the Life Points payment nor the no-first-turn-attack drawbacks. Of course, the ATK and DEF are a bit of a drawback themselves. She could probably find a home in most Toon Decks if you wanted a bit of speed to it.

That's him (from a Japanese spoiler somewhere). He's just a card in the set, not a promo. There's only one promo, which is the Toon Girl.
 
I'm just gunna get it just because it's DMG. :p But for card usage? Nope, gunna sit in my collections.
