Tribute to the Doomed

My son wanted me to ask this question: Can you play Tribute to the Doomed if there are no monsters on the field. We say no, you can't, but his friend says you can. In addition, I also stated if there are no monsters on your side of the field and your opponent has 1 or more, they play Tribute, they have to destroy one of their monsters.

Tribute to The Doomed targets. Targetting spell cards alway need a legal target at activation.

Tribute to The Doomed can target any monster on either side of the field. You must select a monster at activation.
