Tsukuyomi and Light of Intervention

Think of it like "Morphing Jar #2" which only special summons monsters face-down. With Light of Intervention on the field, the monsters are special summoned in face-up defense instead.. You do the best you can to do the effect with the knowledge that monsters can't be flipped face down. So with Tsukuyomi, you can summon it, it'll return to your hand during the end phase, but it tried to flip a monster face down but can't because of Light of Intervention. So that part of the effect fizzles.

EDIT: I was reminded of something I said back in the day about "Swords of Concealing Light" with "Light of Intervention", the monsters would be placed into face-up defense position. So chances are it would be similar here in that the monster could be forced into defense position, but face-up instead. So it's a semi-fizzle. :)

Tsukuyomi's effect is, indeed, manditory, but there is absolutly nothing preventing him from being summoned to the field. Light of Intervention only effects sets, but it has nothing to do with the effects of monsters that are summoned. Tsukuyomi would just be summoned without effect. Light of Intervention has no bearing on a Normal Summon.
 
I asked Curtis about this and he said:

1. The effect still activates, because its forced to, but it shouldnt turn the monster face-down. I'll ask.

Looks like he doesn't know this one either...
