Correct, it's like when a Sangan is destroyed by the effect of Cyber Jar: the effect of Sangan can resolve only after the complete resolution of the effect of Cyber Jar and of the whole chain, in a separate chain.
Here, first the 1st chain resolves: Ceasefire flips Tsukuyomi and inflicts damage, and Nobleman of Crossout loses its target (so its effect Disappears). After, a second chain starts, Tsukuyomi's effect activates and can even be chained before resolution.
