If you mean tributing him, then yes. Also, you can tell this because it is the first line of his text other than any activation requirements.

I think your wrong. Exiled Force says, by tributing this face up card as a tribute, destroy 1 monster on the field. If it said this, tribute this face up card. destroy 1 monster on the field. notice how Exiled Force has a comma and not a period too.
 
Which proves what? Exiled Force is indeed an ignition effect with the cost of tributing him. Just because the two are lumped into the same sentence doesn't mean one doesn't come before the other. In fact, there are rulings to back me up.

Exiled Force's tributing is a cost.

<EDIT: Rulings two through five, seven, and eight all prove my point by noting chaining a card to the tributing of Exiled>
 
If your required to Tribute something to activate an effect, then you are paying a cost. The comma was added into the effect text to clarify that it WAS a cost. Any time the tributing comes first, then you are paying a cost. (I'm not aware of any effect where tributing comes second.)
