What makes a deck a "toolbox"?

Think about what an actual toolbox does. Ideally, a toolbox should be ready to handle anything that goes wrong and be able to fix it and deal with it. Same goes for a Deck that is considered 'toolbox.' You want a variety of cards that can deal with various situations. But not only that, you'll need a way to bring them out, i.e. - a tutor. Like how Reinforcment of the Army is the tutor for a Warrior Toolbox, and elemental searchers like Mystic Tomato work as the tutor(s) in their respective decks.

Preaty much what jathro said all in a nice clean package.

essentially a "Toolbox" deck has the answers to any possible scenario, it doesnt mean that its perfect, but its preaty good and straight forward.

Use cards that use Reinforcement of the Army to get the warrior you need at the time you need, Magician of Faith and Tsukuyomi to keep reusing the ROTA and just go from there.
 
Toolbox decks have many tricks up their sleeves. To extend Jathro's example, Warriors are considered to be one of the best monster types simply because they can do so much. Here is a list of what they can do:

Destroy face up defense: Ninja Grandmaster Sasuke
Destroy face down defense: Mystic Swordsman LV2/Sasuke Samurai
Destroy any monster: Exiled Force
Negate flip effects: Blade Knight
Swarm: Marauding Captain
Self protection and type boost: Command Knight
Remove from play: DDWL, DDA, DDW
Come back to play after being RFG'ed from the field: DDS
Immunity to traps: Elemental Hero Wildheart
Immunity to being targeted while face down: Big Shield Gardna
Evasion: Strike Ninja
Destroy stronger monsters: Freed the Brave Wanderer
Double attack: Mataza the Zapper
Control shift prevention: Blindly Loyal Goblin/Mataza
Searcher: Freed the Matchless General/Warrior Lady of the Wasteland
Hgh attack: Goblin Attack Force
Equip versatility: Armed Samurai Ben Kei
Hand disruption: Don Zaloog.

The list is goes on...

So as you can see, these cards can do so many different things. With Reinforcement of the Army (and The Warrior Returning Alive), you can search for over 90% of these cards in response to the current board position.

Example: Chaos is special summoned in defense position. In the following turn, RotA can search out Ninja Grandmaster Sasuke to take it out.

Example: Opponent has set cards (traps). RotA into Wildheart and go for the LPs.
