when can you activate a card

exampel:

i have a character of 10atk and 11 def
and my opponent has a character with 11/11
and i anounce my atk by exhausting my character
do i have to declare the use of a plot twist right away?

and what are the chain steps in vs system?
and when is it to late to activate a plost twist etc.

First you would propose the attack, and the opponent would declare it legal. Then you would exhause the attacker. After that, you have priority to play a plot twist/comabat pump/activated ability. Both of you may add items to the chain, or let things resolve. Once you both pass on an empty chain, the attack calculation happens.
