If Heavy Storm gets banned, then they need to ban Gravity Bind, LLAB, SoRL, and couple other continuous s/t along with it cause stall/burn deck, PACMAN deck, etc. get's too powerful.

IMO, it might be this 3x Thestalos 2x Mobius 2x Raiza 1x Zaborg yes, that does put it to 8x Monarch.

For Volcanic Burn, we'll have to see. About wind decks, your right. It got a MAJOR power boost cause of Raiza/Harpie Queen. Throw in Hunter Owl, Icarus Attack, and couple other good stuff and you got a good theme.

FOTB overall is VERY POWERFUL set. We got a new Monarch, an OTK card for Six Samurai, new Chaos monsters, and Crystal Beast deck is also very powerful. Too bad we don't have the best support card, Summon Priest. (With that card, you can create an OTK style of Crystal Beast)

If you look at the latest SJC top 8 decks, you barely see this card. I mean, about the only deck that runs it is either Demise OTK or ChainStrikeBurn. Almost, or all Monarch decks takes this out. (DDT, it's totally understandable, as Scapegoat just clogs the field needed for Dimension Fusion)...
