Cyber Stein + Cyber End Dragon + Limiter Removal = good game. For that matter, Summoner of Illusions could do it too. Cyber End Dragon owns - 4000 ATK and Trample is way broken w/ Limiter.

I got three in my judge's comp at the Flaming Eternity Prerelease, and I sold all 3 on eBay the next day for $25 each. They're only worth $5 at the most now cause of the magazine.

I don't know for sure. I guess if you negated something like Rush Recklessly during the damage step with a Magic Jammer, his special summoning and effect would go on a new chain after Magic Jammer resolves. If it works this way, he's way broken.

Um, off topic maybe? To answer your question, they're currently being released as duelist league promos at Toys R Us stores, and they'll all be commons in Dark Beginnings II (available in October). So far Toon Gemini Elf and Toon Goblin Attack Force have been released.
