A Legendary Ocean and 1 Star Aqua monsters

Ok, I have a question. If Legendary Ocean is on the field and I have a monster like Sinister that is normally 1 star, does it stay 1 star or does it also downgrade by 1 level to zero. Reason I ask is that I want to know if I can morph it into Thousand Eyes Restrict.

Only rulings I see concerning this is as follows:

"Metamorphosis" vs. "A Legendary Ocean": if you want to Special Summon a Level 6 Fusion Monster from your Fusion Deck, you have to Tribute a Level 7 WATER monster on the field because it is treated as a Level 6.

I am inclined to say that it will stay as 1 level star because currently, there is no monster in YGO that has zero level stars. This is like when Archfiend of Gilfer attatched to a Sheep Token, the ATK of that sheep token is still 0, not -500.

I can confirm that. It has been ruled that 1-star is the lowest a monster can go.

    If "A Legendary Ocean" is active on the field, can "Sinister Serpent" be used for the effect of "Metamorphosis" or would "Sinister Serpent" have 0 Level Stars?

    Answer:
    The lowest Level Stars a monster can have is 1. You cannot drop a monster's Level Stars below this.
    "Sinister Serpant" will have 1 Level Star while "A Legendary Ocean" is in effect. You can use it for "Metamorphosis" according to this. (to Special Summon a "Thousand Eyes Restrict," for example)
