does mausoleum of the emperor need to be on field to reslove?
for example - say i have MoE active on my side, and my opponent "pays to use" its effect, if i chain my set twister to destroy MoE, will he get to use its effect?i was not negated, but i did not know if it had to be still on field to resolve...
 
Yes, it needs to remain on the field. It's a Field Spell Card and must follow the rules of all Continuous-type Spell and Trap cards. If it's not on the field when it's effect attempts to resolve, then you don't get it's effect.

And paying the LPs is a cost to activate it's effect.

Why, if it's not a Continuous Effect, would it need to remain on the field to resolve? Say if I summon a Harpie Lady with Harpie's Hunting Ground on the field, and I target a Trap Card on the field. If my opponent chains Mystical Space Typhoon to that effect, for what reason would the Trap Card be saved? Why would chaining change for two effects that are using the chain, and not Continuous?

Because any/all Spells/Traps that remain on the field, must do so in order for their effects to properly resolve.

Example. "Ultimate Offering". I activate it's effect and pay the 500 LP cost, you chain with "MST" destroying "Ultimate Offering". I don't summon and I'm out 500 LPs. In order for it's effect to resolve, it must be on the field during resolution. Same with cards like "Premature Burial" and "Snatch Steal".
 
With Mausoleum you pay at activation?

I thought you would pay when summoning the monster. Such as declare you are going to use it's effect, then when resolving pay 1000 or 2000 depending on the star level of the monster.

And just to clarify, if I read the rulings right, you cannot use mausoleum to pay 1000 and sacrifice 1 monster to summon a 7+ star monster, correct?

Nope. You don't do that.

Yep. You can't do that.

To clarify.

You do not pay anything when you initially activate (put it on the field) "Mausoleum of the Emperor".

When you choose to use the effect, paying the LPs is a cost to activate it's effect.

This is identical to how you use "Ultimate Offering".
