Effect: Each time you or your opponent activates 1 Spell Card, put 1 Spell Counter on this card. Remove any number of Spell Counters to destroy 1 face-up monster on the field with an ATK equal to or less than 700 points x the number of removed Spell Counters.
Rulings
1. If "Rush Recklessly" is chained to the effect of "Blast Magician", and the ATK of the target monster is now higher than 700 x the number of Spell Counters removed, the effect of "Blast Magician" disappears. You cannot remove additional Spell Counters to increase the effect.
2. This is an effect that targets.
3. You must remove at least 1 Spell Counter. You cannot activate the effect and remove zero Spell Counters.
4. As with all Spell Counters, the Spell Counter is placed when the Spell Card resolves, not when it is activated, but "Blast Magician" must have been face-up on the field when the Spell Card was activated (and when it resolves) in order to receive a Spell Counter.

Continuing spell counter week we take a look at a monster that has a similiar destructive effect to Magical Marionette: Blast Magician
Careful. The man's got a sycthe and he's not afraid to use it. The more spell counters on this monster, the stronger the monster it can nuke with its effect. And you don't really need that many at all. Three counters lets you nuke anything at 2100 ATK or lower. In a spellcaster deck that revolves around having and acquiring spell counters, it should be no problem. You have Pitch Black power stone, apprentice magician, and Magical Plant Mandragola to work with for starters. You also have royal magical library which can let draw more cards to for even greater chances of using Blast's effect. Heck, you don't even really need to go that far. Odds are your opponent will give all the spell counters you need. Between the two of you three, four counters is not a problem
The problem is this guys stats. He's small. 1400/1700. While that stat allows him to be searched by UFO Turtle and sangan, it also allows just about any decent monster to walk all over him. 1800 or higher and this guy's a goner.
The Tigerking Wanghu also is a problem for this guy. Keep that in mind when you play against in Beast/Beast-warrior decks. It can be a nasty surprise.
Like all effect monster thats depend on their effects to thrive, take out any skill drain you come across. This card can single handedily kill a deck that revolves around spell counters.
As far as fields go, this guy is another rebel. Unlike most of his fellow dark spellcasters, he's a pyromanic. Screw the dark arts, he wants fire and more of it. Stick to Yami field.
In sealed format, good lord, when they made him an outcast, they meant it. He's an booster intended for beast and rock. He's the ONLY spellcaster in and the hand of nehpthys guy doesn't count. But there only three LV 4 monsters that can beat his DEF (even if they're all common except for Chiron). So, should you come across one, you're good.
In advanced format, well depending on how you build your spell counter theme deck could be decent or a brutal powerhouse.
In traditional, this card has the same potential as Marionette because of the Gearfreid/ Butterfly dagger combo. Heck, with that combo all your spell counter needing monsters will have no problems getting thier effects off.
