Chaos Command Magician may be the target of such an effect, he just negates it.

Since a player wouldn't normally want to activate an effect that will jsut get negated:
When it would matter:
Player A has Choas Comman Magician,
Player B has Man-eater Bug face-down.
Player A activates Swords of Revealing Light
Man-Eater bug's effect trigger and wishes to start a new chain:
Player B is not forced to destroy Man-eater bug(which would have left his/her Life Points wide open for a direct attack.) Player B can target Chaos Command Magician with man-eater bug and have its effect negated keeping the monster on the field.
