Yes his removal effect is targetting.
No you cannot chain "Big Burn" to the removal of monsters in the graveyard when he is special summoned.

His removal effect removes a card from the Field, not from the graveyard: BigBurn can not be chained to it.

i know u cant chain to the effect of summoning. but isnt special summoning different? an effect has to occur to be special summoned. so then in fact u can chain to the removal of the mosters to special summon envoy???????
Removing monsters from the graveyard to special summon the likes of "Black Luster Soldier - Envoy of the Beginning", "Fenrir", "Chaos Sorcerer", etc. is NOT an effect. It's the cost needed to Special Summon those monsters.

I was just reading the effect of Big Burn and don't believe you can chain it to BLS-EotE, not because the summoning removal is a cost but because you can't attivate BB until a card targeting monsters in the graveyard is ACTIVATED, and Envoy is not activated until the removal is completed. Plus with the strict working the rulings are based on now, BB reads ...specifically designates (a) target. I believe Envoy targets two monsters. I could be wrong.
Summoning a monster does not target. Neither is it an effect.
Here's the ruling:
"¢ You can only activate "Big Burn" when an EFFECT that removes monsters in the Graveyard is activated. So you can't activate "Big Burn" when a player removes monsters in the Graveyard as a COST to Special Summon "Black Luster Soldier - Envoy of the Beginniner", "Chaos Emperor Dragon - Envoy of the End", or to activate the effect of "Strike Ninja" or "Freed the Brave Wanderer". Nor can you use "Big Burn" when monsters are removed for a condition.
