as greg has mentioned in this situation it calls out for Turn Player Priority. as bishop once states, "THERE IS NO MONSTER PIRORITY" I remember this, because i couldnt understand it the first time he stated it, but infact its true, monsters do not have priority, they have spell speed's.
so the one with priority is the player not the monster.
and like greg stated about Manners in dueling it is good to ask your opponent what he or she will do with their Exiled, CED, BLS, etc.. that may lead to them using their priority in activating an effect and making your move illegal.
exiled summons, you imideatly activate a card like BOM.
see the problem is, that you do not know what your opponent was infact thinking.
I have come to teach a few of my friends about this, so we dont get confused. this revolving the usage of Mobius the Frost monarch.
when it is summoned the opponent has to wait for the targets to be picked, then they can respond with what ever they want to respond. Since the targets arnt locked, they can even use the targets. (if possible atleast)
just like exiled force, The owner of Exiled force chooses if they want to summon and use the effect or just plain summon.
if they just plain summon, then get confirmation and then do what you want to do. since after this point they have given up their priority on that specific monster.
now if they summon and blow up, then you know you couldnt activate cards like BOok of moon or even Trap hole.
now if you want to trunade the field, then by all means go a head. but wouldnt that just lead to a bigger massacre that your opponent was thinking on doing anyways?

see common sence for us is that, if i know i have 3 monsters and 1 is going to die, why should i activate a card that will kill all monsters on the field. see knowing this i wouldnt and wait to see what the result would be.
if i lose 1 monster then okay, its just 1 monster, but now if i clean the field on MP1 of My opponents turn, then that leads to possibilities of me getting screwed. cause i just did a favor for them not for me.
so like greg stated, use the manners of dueling part of your book and "ask and tell".
ask - Your opponent what they will like to do with their monsters.
Tell - Your opponent what you will like to do with your monsters or the field period.
