I personally dont know of anyone who has pulled a Royal Decree from a Retail TP Pack.

For that matter, I have bought at least 100 Dark Beginning 2 Blister Packs, and 2 Boxes and have yet to get a Decree or a Cyber Stein from them.
 
I'm personally responsible for 2 booster boxes of Dark Beginnings 2 being opened at one of my local shops (responsible because everyone that hangs out in the shop wanted to sell me a Royal Decree). After 2 full boxes with no Royal Decrees everybody was so saturated with cards we lost hope. Then the Warrior Structure came out and I got the other 2 I had been needing. :) Thank god for Structure Decks.
