Player a) has chain energy out, Player b) has 400 lifepoints

its correct that if player b activates heavy storm from his hand he will lose right?

If he doesn't have enough Life Points to pay for the cost, he can't activate the card at all.

Think of costs just like any other cost in life. If you can't afford it, you can't buy it. It's not like Effect Damage, where the Life Points are forcibly taken away from you, which is more akin to being robbed.

Ok, i knew this but someone played it and they made no sense by saying heavy storm would destroy it before its effect worked which isnt right. now he can see this =p
