No, it would need to be at least a spell speed 2 though as you can't chain a spell speed 1 to another spell speed 1. You can, however, chain another spell speed 2 to a spell speed 2.
 
And a Spell Speed 3 can chain to a Spell Speed 3.

The key is that, with the exception of Spell Speed 1, a Spell Speed can chain to another Spell Speed as long as it is a Speed equal to or lower than the Spell Speed your chaining to.

In such a case you as a player don't chain, the effects are put on a chain by game mechanics. Being put on a chain is different than activating an effect and chaining to the activation of another effect.
 
They are being chained together... and the order of chaining depends on a lot of factors.

This is one of the only cases where Spell Speed 1's are "chained" together in the same chain. The idea here is that these are Triggers, and are automatic which forces the the chaining.

You cannot manually activate and chain Ignition Effects or Normal/Continuous/Equip/Field Spell Cards together in the same chain.
