ced is multitrigger, If I myself summon him they can activate torrential tribute and if I want to deal damage I can pay. That's basically all you can do if they activate torrential. But, I can almost guarantee he is multitrigger....

Multi-Trigger effects can be recognized by the following:
1. Stating it can be activated during your opponent's turn.
2. Having more than 1 trigger, hence the name Multi-Trigger
3. Stating it can chain (Dark Paladin, Ryu Senshi etc.)
Does CED state you can activate it during your opponent's turn? No
Does CED have more than 1 trigger? No
Does CED state it can chain? No
CED is just a normal Cost Effect, Spell Speed 1.
Also, in the example you gave, that's the case of turn priority.
This happens:
Player A (turn player) Special Summon CED by removing 1 LIGHT and 1 DARK monster
Player B activates Torrential
Since the turn player has priority to be able to activate CED's effect first, he/she can demand a "effect replay" as I call it, cause Player B activated TT too soon, not giving Player A a chance to activate CED's effect.
So it's done over again:
Player A (turn player) Special Summon CED by removing 1 LIGHT and 1 DARK monster
Player A activates CED's effect, pays 1000 LP
Player B chains Torrential to CED's effect
Resolve:
CL2: TT destroys all monster on the field
CL1: All cards on the field and in both hands are send to the GY, etc.
